To (re)build xl2tpd for openwrt:

tar zxvf dl/xl2tpd-latest.tar.gz
cp -av dl/xl2tpd-latest/packaging/openwrt package/xl2tpd
md5sum dl/xl2tpd-latest.tar.gz

[ edit package/xl2tpd/Makefile and update PKG_VERSION and PKG_MD5SUM ]

make V=99

This should then give you the xl2tpd package.
