logwang df6ad73146 Add tool: ifconfig. 
Changes:
    Remove directory `ipc`, and add a new directory `compat`.
    Directory `compat` includes some FreeBSD source files to be compatible
        with Linux.
    Port FreeBSD ifconfig to F-Stack.
